Using the move tool, move the selected part away from the ellipse. It should like it does above.

CPCJfvH.png

Now erase the rest of the ellipse

STEP 9

12NRRmj.png

Drag the black selection back on to the rest of the text

STEP 10

quDD7v8.png

Change the opacity of the black selection layer to around 40

There you go, That is the finished product

This effect can be achieved in Photoshop a lot easier, but i like to use it more in Paint.Net. In photoshop its hard to get the rounded look off of the text.

Nicely laid out tutorial. Thanks for posting it.

I'm going to make a few suggestions...

1. You're using Drop Shadow to outline the text. You might want to mention the other plugins (Outline) that do the same job.

2. There is no need to move the ellipse, or manually erase any of it. Select the inside of the text, invert the selection with Ctrl + I then activate the ellipse layer and press Delete.

The other thing is the image size.  They should be resize to a maximum of 800px wide.  This is one of the Forum Rules

Nicely Done Tut. The results look nice. Just what I was looking for.

I don't have Paint.net 4.0, but I was still able to create (kinda) the same thing with what you used.
