Preset shapes such as arrows, etc.?

Pyrochild's Borders n' Shapes plugin and BoltBait's Polygon/Stars plugin (both are part of their author's plugin packs) are good places to start.

You could make your own arrows using the line/curve tool. See the bottom of this guide : http://www.getpaint.net/doc/latest/LineCurveTool.html

 

You could also save those arrows and use them as custom brushes.

Grab a copy of my WhichSymbol+ plugin (link in my signature). With it you can insert font-based symbols and icons. I know one of the wingding/webding fonts has an extensive selection of arrows.
