I just got this program and I am really liking it but I am having trouble having the easiest way to rotoscope photographs.

To be honest, I wasn't aware of what you were talking about, so I had to go looked it up.
I've come up with 2 possibilities:

The first result was done using the "Dream" plugin.
The second was done by combined plugin effects from first applying "Oil Painting" and then applying the "Dream" plugin.
The Dream plugin is found in BoltBait's Plugin Pack:

I would of thought just using EFFECTS>ARTISTIC>INK SKETCH would be the way to go.

A few variations done by duplicating the image and running ink sketch on it and reducing opacity and also turning top layer B&W running ink sketch and then running alphamask at default or inverted.
