Animated glow?

I wanted to know if you can make the following effect with Paint.net. If so, how?

There is an animated image plugin in Simon Brown's plugin pack.

To make the glow, add a new layer and draw a thick, light blue line. Blur the line, then adjust the layer blend mode to your liking

I downloaded the pack but I still can't figure out how to animate it.

PDN do not animate it automatically, you have to create all the frames one by one individually and put them all in one file as layers, then save it as .AGIF or .APNG
To see the frames of the image that you have posted above in PDN to have an idea, just change the file extension from .GIF to .AGIF and open it in PDN, of course this won't work if you haven't already installed Simon's Pack correctly as instructed.
