How to stretch a text image vertically or horizontally

Some posts say that "move" or "move selected pixels" tools can be used to change the dimensions of an image, but I can't get it too work on a text image. On Photoshop Elements when I select "free transform" it puts a rectangle with handles around the text I have typed. I can stretch the letters vertically of horizontally to good effect, and then crop and wind up with a suitable text image for a bumper sticker or T-shirt. On Paint.net the move tools put handles on the perimiter of the rectangular image the text is in, which maybe I could still use to stretch the text image appropriately by cropping afterwards, but I can't make that that happen. Thanks for help if someone can instruct me. ericqb
