Start > Run (Ausfürhen) and type %PROGRAMFILES%

The Paint.NET folder will be there... if you installed it there.

You can also right-click > Properties on a Paint.NET shortcut (in your desktop or in the Start menu) to see where it's located.

i cannot copy the .dll files into the Effects folder - it says i don't have permission to put them there

Be sure to login to your administrator account before installing plugins. (or an account with admin privileges)

Limited accounts can not install plugins.

i have all the admin privileges (i'm the only user on this computer) - pdn has never let me access the effects folder

(it has it marked as read only and i can't change that either)

If you can't change the folder's read-only property, you probably aren't an admin on the box OR you don't have ownership of the folder.
