Hey
I downloaded this file, removed it from the zip, went to C > Program Files > Paint.Net > File Types .. and then placed it there
then closed and opened PDN and nothing happened
did I skip any crucial step ?

You don't put it in File Types. You just put it in the Paint.NET directory with all the other .resources files.
