From JPEG to 256 Color-BMP ?

There's this Picture i need to have set to 256 color bmp. But i want to do this without loosing quality. How do i do this?
I have CodeLab so i can use codes. I'm willing to install anything if necessary.

It Tells me to do this:
So make a 16x12 pixel image in photoshop/fireworks/paint. 
If you can't find how to convert your image into bmp 256, save that images as a jpg/jpeg, and open it with paint. Once opened... go to File > Save As...
You will see inside Save as Type:
256 Color Bitmap (*.bmp; *.dib) 

However the original picture looses quality or changes to some odd colors.

P.S: It is required for the picture to be 256 format to be able to be used.

Using Paint.NET, save the image in .GIF format.
Open the GIF file in MS Paint.
From there, save it in BMP format.

This works excellent, still a bit of color loss.

Any other ideas?

You're losing color fidelity because you're using JPEG in your first step. Instead, use PNG. Then, you can save as an 8-bit BMP just fine using Paint.NET.
