How can the Tools panel be made to be always visible, so you don't have to click it on the Toolbar to see the list of tools?

I have an image that measures 9.25" wide and I want it to print as 9.25" wide. But it always gets printed as larger than that, even though I uncheck "Fit picture to frame" and choose "Full page photo" or "8x10 in" What's the trick to make a printout exactly equal the dimensions as they appear on Paint.net's rulers?
