i finally figured it out - simple file sharing was enabled so i couldn't get to the security tab to give myself the option to give me the preference to make it non read only

i have all the admin privileges (i'm the only user on this computer) - pdn has never let me access the effects folder (it has it marked as read only and i can't change that either)

i cannot copy the .dll files into the Effects folder - it says i don't have permission to put them there
